Senior Instructor & Management
Phil is a Senior Instructor for 88 Tactical and the owner and CEO of 88 Tactical of Ohio. Phil also serves as the Director of Training for the Ohio Tactical Officers Association (OTOA), and serves as a State Certified Defensive Tactics-Firearms and SWAT Instructor. He is an adjunct instructor for the Ohio Peace Officer Training Academy (OPOTA) for Basic and Advanced SWAT courses. Phil has been instrumental in the development and instruction of the new State Basic and Advanced SWAT Schools as well as the Single Officer Response to Active Threats (SORAT) curriculum development.
Phil is a retired Marine Chief Warrant Officer 3 with over 25 years of specialized training and instruction. Phil served as a Special Missions Close Quarters Battle Instructor for 1st Special Operations Training Group and as the Chief Instructor for the Close Quarters Battle Section for MCSF. He was instrumental in the development of the Advanced Urban Combat course and the Fleet Antiterrorism Security Teams Advanced handgun and carbine training curriculum.
As extensive as his credentials are as an instructor, his operational experience is equally as impressive. Phil has been on several Marine Expeditionary Units (SOC) serving with the Maritime Special Purpose Force / Maritime Raid Force while participating in Operation Restore Hope, Operation Determined Response, Operation Iraqi Freedom, Operation Enduring Freedom, and Operation Ashbury Park.
Phil’s combat decorations earned during several deployments to Iraq, Afghanistan and Somalia include Bronze Star w/ “Valor” device (OEF), Navy/Marine Corps Achievement Medal w/ “Valor” device (OIF), Meritorious Service Medal (OIF), and Navy /Marine Corps Commendation Medal.
